Project narrative

On 29 March, 2007, China Jiangxi International Economic and Technical Cooperation Corporation and the Djibouti Ministry of Health signed a supplementary contract for the construction of a kidney dialysis ward at General Peltier hospital (other project names: Une salle de dialyse à l'Hôpital Général Peltier or Création d’une unité de dialyse à Djibouti or 吉布提肾透析病房项目). According to a report from the World Health Organization (source ID 112332 p. 39), China granted DJF 40 million for this project. China Jiangxi International Economic and Technical Cooperation Corporation was the contractor responsible for implementation. The project was completed and handed over to the authorities on 17 January 2008. China previously donated dialysis equipment to Djibouti in 2003 (#59170) and trained Djibouti healthcare workers for this new dialysis center in 2008 (#72358).

Staff comments

The Chinese Government provided RMB 200,000 in grant funding (See: "NOTE SUR LE FINANCEMENT EXTERIEUR Programme d’Investissements Publics par bailleurs") to support the supplementary contract that was signed on 29 March, 2007. However, it is unclear if this amount is part of or separate from the 40 million Djiboutian francs of grant funding that was committed for the creation of the kidney dialysis ward. Therefore, we exclude it from our estimate of the face value of the grant commitment. Since the commitment year is uncertain, it is coded as 2007 for now in correspondence with when the two sides signed the supplementary implementation contract.
