In 2009, the China Development Bank pledged to fund the construction of a highway from Kinshasa Central Station to N'djili Airport in Democratic Republic of Congo. According to the South African Institute of International Affairs, the project was to be funded by a credit line funded by the China Development Bank. The loans were to be reimbursed through the profits from a mining joint venture to be set up for the exploitation of copper and cobalt concessions in Kolwezi and Potopoto in Katanga Province. However, the negotiations of 2008-2009 never led to an agreement being signed. CCCC was intended to be the contractor responsible for project implementation. The project was planned to be relaunched in 2018.
