Project narrative

On 8 July 2015 (China) and on 13 July 2015 (Cameroon), the Chinese Ambassador to Cameroon (Wei Wenhua), and the Cameroon Minister of Economy, Planning and Territorial Administration (Nganou Djoumessi Emmanuel) exchanged letters, through which the Chinese Government extended a donation of 3 million RMB to the Government of Cameroon for the provision of teaching materials (matériels pédagogiques) for the Yabassi Technical and Professional Agricultural High School (Lycée technique agricole de Yabassi), including the cost of transport of the materials. Cameroon's Ministry of Secondary Education would oversee the implementation of this project in Yabassi, which is located in the Nkam department of the Littoral region of Cameroon. The funds were disbursed on 13 July, 2015 through China Development Bank (CDB). This donation stems from an Economic and Technical Cooperation Agreement (ETCA) that was signed 11 June 2013 and originally promised a RMB 100 million grant (see linked Record ID#30885). The Chinese Government provided 80 million RMB of grant funding in 2012 for the construction of this school (see linked Record ID#30166). According to People's Daily Online, the school became operational on January 9, 2017. This school is an 80-hectare building complex which includes an administrative building, two teaching buildings, 1 multi-purpose hall, etc. This project is one of the projects under the framework of the "Eight New Initiatives for Africa" determined by the 4th Ministerial Summit of the Forum on China-Africa Cooperation.
