Description
In 2003, the Chinese government granted RMB 5,195,707 (approximately DJF 110,800,010) to the Government of Djibouti for the construction of the Djiboutian Art Center (or National Culture and Art Training Institute or 吉布提艺术中心项目 or 吉布提国家文化艺术培训学院 or Travaux Institut Artistique or Institut Djiboutien Des Arts). According to a document from the Djibouti Ministry of Finance (source ID 70690), disbursements began in July 2003 and, as of 2005, 100% of the grant funds had been drawn down. China Railway Construction Corporation was the contractor responsible for project implementation. The groundbreaking ceremony took place on 8 January 2003. Prime Minister of Djibouti Dileita Mohamed Dileita and President of Djibouti Ismail Omar Guelleh attended the ceremony, as well as Ambassador Guan Jindi of the Chinese Embassy in Djibouti. This project was completed but dates regarding construction completion or an opening ceremony are unknown. Djiboutian Government records state the institute was opened in 2004.
