On January 28, 2006, China Eximbank and the Government of the Democratic Republic of Congo signed an RMB 250,000,000 loan agreement for Phase 2 of the GSM Network Expansion Project. This loan carried the following terms: 15 year maturity, 4 year grace period, and 2% interest rate. The purpose of this project is to facilitate a nationwide expansion of the country’s GSM Network.

1. Some sources refer to the face value of this loan as $31 million or $32 million, which is roughly equivalent to RMB 250 million. 2.
