Project narrative

On October 11, 2017, the governments of China and Ecuador signed Letters of Exchange, which committed a grant of 10,000 computers worth 64.3 million RMB to be used for the Incorporation of Information Communication Technology in Education project (Incorporación de TICs en la Educación). The grant was to be funded through three Economic and Technical Cooperation Agreements, signed October 25, 2013; December 18, 2013; and January 7, 2015 (see #88180, #88181, and #88182 respectively). The breakdown of funds between these three agreements is unknown. On June 6, 2018, the handover certificate was signed. The laptops were handed over to the Ecuadorian Minister of Education, which was to subsequently distribute them to public schools across the country. The grant is intended to provide tools for teacher development and is part of the Ministry's Digital Education Agenda. Several media reports list the value as $10 or $10.7 million. The devices are equipped with Windows 10 PRO, 2TB hard disk, 8 GB RAM, WiFi connection, webcams, and other features.

The Letters of Exchange that committed the funds for this project was one of three cooperation agreements signed on October 11, 2017. The two other agreements were 335 million RMB for a hospital in Chone (Record ID#59270) and 300 million RMB for Miguel Hilario Alcívar Hospital, in Bahía de Caráquez (Record ID#59712).
