Description

On January 11, 2010, the Chinese Government and the Government of Ethiopia signed an RMB ETB 39,174,079 grant agreement for the Building of Two China-Ethiopia Friendship Schools Project. However, it subsequently upsized its grant commitment to approximately RMB 60 million (ETB 100,785,657). According to the Government of Ethiopia’s Aid Management Platform (AMP), the Chinese Government ultimately provided (disbursed) ETB 100,785,657 in grant funding (representing a 257% disbursement rate vis-a-vis the original commitment amount from January 11, 2010). China’s Ministry of Commerce (MOFCOM) made three grant disbursements in 2013 and 2014: an ETB 43,047,291 disbursement on April 8, 2014, an ETB 31,428,571 disbursement on September 8, 2014, and an ETB 26,309,795 disbursement on January 8, 2015. The purpose of the project was to construct 2 China-Africa friendship primary schools: Bole Ethio-China Friendship School and Abay Primary School in the capital city of Addis Ababa. China Jiangsu International Economic and Technical Cooperation Group Co., Ltd. was the contractor responsible for project implementation. It signed an RMB 60 million construction contract with the Addis Ababa Education Bureau in July 2013. Xie Wei, deputy general manager of China Jiangsu International Economic and Technical Cooperation Group Co., Ltd., signed the contract. On May 20, 2015, an official project handover ceremony was held for the 2 schools. Construction was completed in 20 months, which suggests that the project implementation start date was September 20, 2013.
