Project narrative

In 2011, the Chinese Government provided a $104,949,874.69 loan to the Government of Uganda for the construction of food research station (or food research facility) in Kabanyoro in Wakiso District. The objective of the facility is to provide access to nutritional information and production techniques to provide the people of Uganda with better nutrition. As of April 7, 2020, the Aid Management Platform (AMP) of the Government of Uganda's Ministry of Finance, Planning, and Economic Development recorded total disbursements through this loan as amounting to $50,116,650.84 (or 48% of the original loan commitment amount).

Staff comments

1. This project appears to have supported Makerere University Agricultural Research Institute, Kabanyolo (Muarick). However, this issue requires further investigation. 2. This project has been coded with a Project Status of 'Implementation' because, as of 4/7/2020, the project status was marked as "Ongoing" in the aid management platform maintained by Uganda's Ministry of Finance, Planning, and Economic Development. 3. The face value of the loan seems high, given the nature of the project that it purportedly financed. This issue merits further investigation.
