Project narrative

On December 19, 2017, the Chinese Government and the Government of Madagascar agreed to provide an RMB 200 million grant — through an Economic and Technical Cooperation Agreement (ETCA) — for a Ministry of Foreign Affairs Office Building Construction Project. This project will involve the construction of a new office building — that meets international standards — for Madagascar’s Ministry of Foreign Affairs. Startimes was the contractor responsible for implementation and this project was reportedly completed in 2019.
