Project narrative

On October 16, 2019, the China International Development Cooperation Agency and the Ministry of Public Works and People's Housing in Indonesia signed an Exchange of Letters on the Design Review for the Pelosika Dam Project (or 佩洛西卡水坝工程) in Southeast Sulawesi, Indonesia. The signing of the EoL has marked the beginning of engineering services for the preparation of the Pelosika Dam construction funded by a Chinese grant worth RMB28.19 million (Rp56.1 billion). According to Indonesia's List of Planned Priority External Loans 2019, the Pelosika project will be mostly funded by a $300 million loan from China, although the funding agency was not specified. The construction of the dam will begin in 2020. The project's total investment cost is Rp.1,660 Trillion and it will be implemented by the Ministry of Public Works and Public Housing. From December 19, 2020 to January 24, 2021, representatives from the Zhongshui Pearl River Planning Kance Design Limited Company visited Indonesia and conducted a field inspection for the Pelosika dam project. Pelosika dam will have a capacity of 822.56 million cubic meters. It is also expected to supply 0.8 cubic meters per second of raw water, irrigate 22 thousand hectares of land, reduce the flood flow rate, and generate 20 MW of electricity.

According to "Indonesia and China sign agreements for infrastructure development" and "中国将供贷4.5万亿盾 用于印尼建造四座多功能水坝", the Chinese Government expressed interest in providing IDR 4.5 trillion for 4 dam projects (Pelosika Dam, Rokan Kiri Dam, Jenelata Dam and Riam Kiwa Dam); however, there is no update of such a loan. It is also said that it is part of China's $4 billion assistance to Indonesia through ASEAN in the form of preferential buyer's credit in 2016 that the dam worth US$2.1 billion, for which China is funding one of 11 development packages. ("China to Finance 9 Infrastructure Projects") The $4 billion loan is recorded in #49923, but there is only one resource alone (media report) and no updates or other info about the loan.
