Description
In 2016, the Chinese Government and the Government of Cambodia signed a $17 million concessional loan agreement for the Cambodia-China Sen Sok Overpass Bridge Project. The borrowing terms of the loan are unknown. The proceeds were to be used by the borrower to finance an EPC (commercial) contract with Shanghai Construction Group (SCG). This project involved the construction of a 16.5-meter-wide and 942-meter-long overpass (the Cambodia-China Sen Sok Overpass Bridge) at the intersection of Russian Federation Boulevard and Hanoi Street in Sen Sok district within the city of Phnom Penh. The ultimate purpose of the project was to ease the transport of goods and travel of people in Phnom Penh, especially those who travel to and from Phnom Penh International Airport. SCG was the EPC contractor responsible for project implementation. Guangzhou Wanan Construction Supervision Co., Ltd. was responsible for project supervision. The project officially commenced on June 5, 2016, and it was completed on July 2, 2018.
Additional details
1. This project is also known as the Psar Dei Hoy Flyover Project or the Phsar Dey Hoy Flyover Project. The Chinese project title is 金边塞索柬中友谊立交桥. 2. Given that this project was financed with a 'concessional loan', China Eximbank is the most likely lender (funding agency). However, this issue requires further investigation.
