On December 13, 2012, the Political Counselor of the Chinese Embassy, Fan Xiaodong, signed a handover certificate with Ms. Thorpe, the Chairperson of the Sierra Leone National Election Commission to donate materials for the general election, according to the Chinese Embassy.
