Project narrative

On December 19, 2013, the Chinese Government and the Government of Timor-Leste signed a grant agreement worth $2,290,207.55 for the Medical Team Dormitory Construction Project. The purpose of the project was to build a new 1,273 square meter dormitory to house Chinese medical personnel stationed at Guido Valadares National Hospital (Portuguese: Hospital Nacional Guido Valadares), which is located in the eastern part of the capital city of Dili (exact locational coordinates: 8.555663°S 125.592987°E). Hebei Construction Group Co., Ltd. was the contractor responsible for implementation. Construction began on November 11, 2014 and the project was officially completed and handed over to the local authorities on October 28, 2015. According to the Government of Timor-Leste’s Aid Transparency Portal (ATP), the Chinese Government ultimately disbursed $2.2 million ($400,000 on December 31, 2014, $600,000 on March 31, 2015, $600,000 on June 30, 2015, and $600,000 on September 30, 2015) of grant funding for the project. The ATP Project Identification Number is 87292538296.
