Narrative

Full Description

Project narrative

On November 2, 2017, letters of technical cooperation were exchanged between Vanuatu’s Prime Minister Charlot Salwai and Chinese Ambassador Liu Quan. The letters were for assistance in the upkeep and maintenance of the National Convention Center, which, according to Vanuatu government, costs approximately Vt34 million per year (or 援瓦国家会议中心技术合作项目) ("Vanuatu Infrastructure Strategic Investment Plan 2015 – 2024" pdf p.88). China will send 8 Chinese citizens to Vanuatu to provide training on maintaining the Convention Center. This project is linked to Record ID#37727 which is the $14.61 million grant for the remodel of the Convention Center. The current status of the project and the duration of the project is unclear.

Staff comments

It is unclear how many years maintenance will be provided for. As such, the transaction is coded as the one year cost of maintenance, or the minimum commitment. The cost of maintenance listed by the Vanuatu government is assumed to be equivalent to the Chinese aid.
