On November 9, 2018, a Memorandum of Understanding was signed in Port Vila between the China International Development Cooperation Agency and the Ministry of the Prime Minister of Vanuatu for provisions of Human Resources Training for Vanuatu Government Officials in China (or 援瓦培训). The MoU was to support Human Resource Development Cooperation between the two countries and outlined a focus on "education, health, economy and trade, public administration, environment, agriculture, and SME's." It also outlines that China was responsible for "inviting personnel from Vanuatu to attend bilateral and multilateral short-term training programs as well as workshops and seminars hosted in China and providing scholarships for personnel from Vanuatu to receive academic degrees," as well as covering the travel expenses, training/tuition, food, accommodation, and transportation associated with the programs. Since 2005, nearly 450 Vanuatu officials and technical personnel have attended over 300 Human Resources Training Programs in China. These training courses or seminars usually last 2-3 weeks and are generally held in Beijing, Shanghai, or provincial capitals.
