Description
According to a 2017 report by Asian Development Bank, the Export-Import Bank of China was expected to finance 230 kV Sekong-Saphaothong Power Transmission Line Project, a 109 kilometer long (218 circuit kilometers long) transmission line from Sekong to Saphaothong. The project period was expected to be between 2018 and 2020, with the Commercial Operation Date (COD) expected to fall in 2020. Laos' state-owned power company, Électricité du Laos (EDL), was expected to be the owner of the transmission line. As of 2017, this project was under a feasibility study.
Additional details
AidData has assumed China Eximbank offered a pledge or some other unofficial promise to finance this project, as the Asian Development Bank (ADB) marks them as the funding agency for this project, even though no official agreement appears to have been signed. However, it is unclear whether China Eximbank was also responsible for financing feasibility study. It is also unclear when China Eximbank offered its pledge; AidData has coded 2017 as the commitment year and checked the commitment_field_year_estimated? field because this is the year of the ADB report that first identified the project. These issues merit further investigation.
