Description

On December 23, 2014, the Chinese government committed to provide financial assistance for the cross-border animal disease prevention and control project in Laos (or 老挝跨境动物疫病防控项目). On March 22, 2015, the Ministry of Agriculture and Forestry of the Lao PDR and the Ministry of Commerce of China signed a Memorandum of Understanding for a grant of $ 6 million for the project. In order to strengthen the prevention of transnational animal diseases between the two countries, according to the exchange agreement between China and Laos on December 23, 2014, the Chinese government decided to give the Lao government finance and technology Assistance to support China-Laos transnational animal disease prevention projects ("中国援老挝跨境动物疫病防控项目移交"). The money was used to build a national animal epidemic disease monitoring laboratory in Vientiane as well as transboundary animal disease monitoring stations in Luang Namtha and Phongsaly provinces. Some of the grant was used to provide necessary apparatus and sewage treatment systems for labs and monitoring stations, set up an animal epidemic disease information system and provide training for Lao staff. The contractor is Minmetals Twenty-Three Metallurgical Construction Group Co., Ltd. The construction started on December 26, 2016, and was completed on June 25, 2018. The transfer ceremony is held on October 26th, 2018 ("王其辉参赞出席援老挝跨境动物疫病防控项目对外移交仪式"). The project aims to prevent and control the passage of animal diseases across borders, and contribute to a development strategy for the production of foodstuff and food security in Laos. It will also facilitate the purchase of live animals and animal products between Laos and China ("Assessment and Prospect of China-Laos Development Cooperation" pdf p.41). The project has been completed.
