Project narrative

On September 18, 2015, the Chinese Ambassador and Micronesian Secretary of Foreign Affairs signed an economic and technical cooperation agreement (ETCA #65035) worth $10.25 million USD. According to the Lowy Institute, part of this ETCA was spent on 15 vehicles. The total value of this donation is 3.85 million RMB or $605,444.48 USD. This grant agreement was formally accepted by the Government of Micronesia on November, 20, 2015. According to a document from the Federated States of Micronesia's (FSM) 19th Congress, 14 vehicles were set for delivery in Pohnpei and one car would go to Beijing for FSM Embassy officials' use. The grant also allowed China to pay shipping expenses, including freight and insurance, while FSM was responsible for customs, transport, and delivery expenses en route to Pohnpei. AidData did not find any evidence on whether the vehicles were actually delivered.
