Project narrative

On December 18, 2002, the Chinese Government and the Government of Myanmar signed an Economic and Technical Cooperation Agreement (ETCA), which committed an RMB 30 million grant for the Mandalay Industrial Training Center Construction Project. The grant funding for this project was disbursed through a bank account established by the Bank of China and Central Bank of Myanmar. The purpose of the project was to design and equip an industrial training center (technical training school) — known as No.[2] Industrial Training Centre — in the city of Mandalay. China National Machinery Import and Export Corporation (CMC) was the contractor responsible for implementation of the project. The project commencement date is unknown. However, it is known that the Government of Myanmar sent 43 trainees to China in September 2003. The project was officially completed and handed over to the local authorities on August 29, 2008. This project is also known as the Mandalay Technical Training School Construction Project, the No.2 ITC (Mandalay) Project, and the No.[2] Industrial Training Centre Project. The Chinese project title is 曼德勒市工业技术培训中心 or 曼德勒市工业技术培训中心项目.
