Project narrative

On May 19, 2004, China’s Ministry of Commerce (MOFCOM) and the Government of Papua New Guinea signed an exchange of letters, which committed approximately $2.8 million (PGK 9 million) of grant funding for the Government House Renovation Project. The grant proceeds were drawn from an Economic and Technical Cooperation Agreement (ETCA) signed by the two governments in December 2003 and at least one additional ETCA. The purpose of the project was to renovate the Government House — including residences for public officials and a reception lobby — in the capital city of Port Moresby. Guangdong Foreign Construction Company (GDFC) was the contractor responsible for implementation. Construction began in January 2007 and ended on May 31, 2007. The project was officially completed and handed over to the local authorities on February 20, 2008.
