Project narrative

According to a news release from the Chinese Embassy in Myanmar, on March 14, 2019, the Myanmar government signed an exchange of letters with China International Development Cooperation Agency (CIDCA) to upgrade the No. (2) Industrial Training Center in Mandalay, one of eight vocational training centers established by the Myanmar Ministry of Industry. On January 17, 2020, during the visit of President Xi Jinping to Myanmar, the Implementation Agreement for the project was signed between the Burmese and Chinese Minister of Commerce Zhong Shan ("State Counsellor, President Xi Jinping hold bilateral talks, witness signing 33 agreements"). The project includes the construction and reconstruction of training workshops, the provision of professional training equipment and teaching materials, and the training of Myanmar teachers ("援缅甸曼德勒工业培训中心升级改造项目举行启动仪式"). Previously, the training center offered four courses to 160 trainees yearly; upon completion of the upgrading project, two new courses will be added, for a total of six courses and 240 skilled workers per year. A consortium of East China Architectural Design and Research Institute Co., Ltd. and Shanghai Modern Architectural Design Group Engineering Construction Consulting Co., Ltd. will manage the project, while Jiangxi China Coal Construction Group Co., Ltd will be responsible for the construction work. An opening ceremony for construction on the project was held on December 8, 2021. The construction period will last 26 months ("援缅甸曼德勒工业培训中心升级改造项目举行启动仪式"). Official construction starts on April 8, 2022.
