China grants $1 million USD for Pohnpei election fees in Micronesia

Narrative

Full Description

Project narrative

On September 26, 2012, the Congress of the Federated States of Micronesia appropriated a Chinese grant worth $1 million USD for "public projects and social programs in the state of Pohnpei, and for other purposes" for the fiscal year ending September 30, 2013. It is unclear when the grant agreement itself was signed by Chinese and Micronesian officials. The financial breakdown is as follows: (1) $250,000 USD for Election District No. 1 (2) $250,000 USD for Election District No. 2 (3) $250,000 USD for Election District No. 3 (4) $250,000 USD for "at-large" spending (AidData interprets this to mean "for the election as a whole"). AidData assumes these funds have been fully disbursed.

Staff comments

Since no financing agreement could be found for this project, it's possible these funds were derived from a $1 million USD Chinese donation back in 2010 captured in umbrella Record ID#62587
