Description
In 2013, China Development Bank (CDB) and the Government of Angola negotiated over a potential $77,404,765.10 loan agreement for the Luanda Household Water Connections Project. The borrowing terms of this loan are unknown. The proceeds of the loan were to be used to finance a $96,755,956.37 commercial contract between Sinohydro and the Public Water Company of Luanda (EPAL). It is unclear if CDB ultimately approved a loan for this project. The purpose of this project was to increase access to potable water in Luanda Province. A groundbreaking ceremony took place on 25 April 2012. In 2013, ICBC formally signed a financing agreement providing $129.9 million for this same project (see #65679). Therefore, CDB likely never signed a final loan agreement because ICBC stepped in instead.

The Portuguese project title is Ligações Domiciliares nas Redes de Distribuição de água de Luanda. The Chinese project title is 建的安哥拉罗安达供水入户连接工程 or 建的安哥拉罗安达供水入户连接工程项目. This loan is not included the database of Chinese loan commitments that SAIS-CARI released in July 2020.
