On October 20, 2016, China signed an ETCA for an RMB 100 million grant, RMB 50 million of which was allocated to procure law enforcement equipment for the Philippine National Police and the Philippine Drug Enforcement Agency. The agreement was signed by Philippine Finance Secretary Carlos Dominguez III and Chinese Commerce Minister Gao Hucheng in the presence of President Duterte and Chinese President Xi Jinping at the Great Hall of the People.
