On January 21, 2016, China’s Ministry of Commerce (MOFCOM) and the Egyptian Ministry of Investment and International Cooperation signed an Economic and Technical Cooperation Agreement (ETCA), which committed RMB 200,000,000 ($23 million) for the EgyptSat 2 Project (to study its feasibility and eventually support its implementation) and the National Rural Sanitation Program. The grant funding was to be disbursed by China Development Bank (CBD) to the Central Bank of Egypt (CBE) without interest and free of charge via Aid Account No. 2016/1. The specific amounts of grant funding for each project were to be decided at a later date by the parties through the signing of an exchange of letters. While there is evidence that the EgyptSat 2 Project progressed to the implementation phase after its Phase 1 and Phase 2 feasibility studies were completed, there is no evidence that the Chinese Government ever allocated funds from this ETCA for the National Rural Sanitation Program.
