Project narrative

On May 30, 2012 and August 22, 2012, the Chinese Ambassador to Cote d'Ivoire and the Ivorian Foreign Minister signed letters of exchange in which China’s Ministry of Commerce (MOFCOM) agreed to finance the Malaria Research and Control Center Rehabilitation Project. Then, on September 26, 2012, the parties signed a memorandum of understanding (MOU) regarding the rehabilitation of the Center for Research and the Fight against Malaria, which is known in French as Centre de Recherche et de Lutte contre le Paludisme (CRLP). According to the Government of Cote d'Ivoire’s Aid Management Platform (AMP), the Chinese Government and the Government of Cote d'Ivoire signed a CFA 335,937,500 grant agreement to support the Malaria Research and Control Center Rehabilitation Project on January 1, 2014. CFA 369,364,504.22 was disbursed in support of this project in a single tranche on December 31, 2014. The purpose of the project was to rehabilitate the CRLP, which was originally built with financial support from the Chinese Government in 2009 (as captured via Record ID#718) but was badly damaged during the 2011 post-election crisis. The CRLP is located at the National Institute of Public Health in Adjamé. Jiangsu Provincial Construction Group Co., Ltd. (JPC) was the contractor responsible for project implementation. It signed a rehabilitation contract on October 31, 2013 and completed all rehabilitation works on November 19, 2014. Then, on April 8, 2015, the rehabilitation project passed inspection and was officially handed over to the Ivorian Ministry of Health. The keys to the rehabilitated building were delivered on April 14, 2015.
