Project narrative

In 2014, the Chinese Government provided an RMB 7.4 million grant to the Government of Moldova’s Ministry of Internal Affairs for a Video Surveillance System Installation Project. This project involved the provision and installation of a video conferencing system and it was meant to support another Chinese Government financed project: a Road Traffic Monitoring Project that was implemented between 2012 and 2014 (see Record ID#66237). A Chinese company called TIANJIN was responsible for the installation of the video conferencing system system. The project commenced on November 10, 2014 and it was completed on January 23, 2015. A Memo of Completion was signed on April 22, 2015. However, a Government of Moldova audit later revealed another contract (worth 467.12 thousand lei) that was signed on April 6, 2015 between China National Building Materials and Equipment Import & Export Corporation and LLC "Soft Manager" for the installation of video conferencing systems in 4 locations. The audit also found that LLC "Soft Manager" was created on February 19, 2015, i.e. only 46 calendar days before signing the installation contract. Thus, the audit concluded that there was a significant risk of duplicated effort and waste.
