Project narrative

On May 10, 2015, the Chinese Government and the Government of Belarus signed an Economic and Technical Cooperation Agreement (ETCA), which committed RMB 200 million of supplemental grant funding for the Student Dormitory Construction Project (see Record ID#42473) and the Social Housing Project (see Record ID#66521, #66492 and #66303). The breakdown of financing between the two projects is unknown. China’s Ministry of Commerce (MOFCOM) was the source of of funding. However, its funding was channeled through a bank account that the Government of Belarus had established with China Development Bank (CDB).

Staff comments

Even though the Student Dormitory Construction Project (see Record ID#42473) and Phase 1 & 2 of the Social Housing Project (see Record ID#66303 and #66492 ) were in the completion status, Phase 3 of the Social Housing Project (see Record ID#66521) was still in the funding commitment status, AidData set the 2015 ETCA in commitment status.
