Project narrative

On October 28, 2011, the Chinese Government and the Government of Ukraine signed letters of exchange, which committed grant funding for the provision of a batch of computers to the Ukrainian Ministry of Foreign Affairs. The grant proceeds that supported this project were drawn from an Economic and Technical Cooperation Agreement (ETCA) that the two governments signed on April 12, 2007 (see Record ID#42470). Huawei Technologies Ltd. was the contractor responsible for implementation. The Ambassador of Ukraine to the People's Republic of China Yuriy Kostenko met with a regional representative of Huawei Technologies Ltd. in Beijing on August 13, 2012 to discuss the implementation of this computer equipment project. The project was evidently completed because in December 2020 the U.S. Under Secretary of State for Economic Growth, Energy, and the Environment Keith J. Krach announced that the Ukrainian Foreign Ministry had decided to get rid of all Huawei equipment installed in its buildings. However, precise project implementation start and end dates are unavailable.
