Project narrative

On May 15, 2018, the Chinese Government and the Government of Belarus signed an exchange of letters, which committed up to RMB 127.17 million of grant funding for the Great Stone Industrial Park Apartment Construction Project. This project was funded with the proceeds from an Economic and Technical Cooperation Agreement (ETCA) that the Chinese Government and the Government of Belarus signed on September 29, 2016 (see Record ID#88735). The purpose of the project was to construct 156 apartments inside the China-Belarus Industrial Park in an area that occupies 13,500 square meters. The intended beneficiaries of the apartments were employees of the Great Stone Industrial Park (also known as the China-Belarus Industrial Park or Індустрыяльны парк «Вялікі камень» or Индустриальный парк «Великий камень»), which is located in the Smolevichi district between the Petrovichi reservoir and Minsk National Airport (25 km to the east of the capital city of Minsk). The 1-bedroom, 2-bedroom, and 3-bedroom apartments were equipped with furniture and household appliance and all of the infrastructure facilities were located on the ground floor. The apartment buildings were designed with a reinforced concrete monolith frame and balconies with panoramic windows. To provide easy access to the apartment complex, a new road was constructed. The project also involved the installation of a unique heating and hot water supply system based on geothermal sources. China Railway 25th Bureau Group Co Ltd. was the contractor responsible for implementation. Construction commenced on November 21, 2018 and the project was completed on August 27, 2019. China Development Bank provided a $110 million USD loan (captured in linked Record ID#66959), China Eximbank provided a $170 million USD PBC loan (captured in linked Record ID#66961), and the Chinese Government had earlier provided RMB 90 million (captured in linked Record ID#66067) all in support of the Great Stone Industrial Park Apartment Construction Project. This project was part of Phase 2 of Social Housing Project (as captured in #66492).
