Project narrative

On December 17, 2014, the Chinese Government and the Government of Moldova signed letters of exchange, which committed RMB 4.7 million of grant funding for the Traditional Chinese Medicine Technical Cooperation Project. The grant proceeds were drawn from and Economic and Technical Cooperation Agreement (ETCA) that the two governments signed on July 10, 2013. The source of funding was China’s Ministry of Commerce but it channeled its funds through a bank account the Government of Moldova established with China Development Bank. The purpose of this project was to provide technical assistance to a Traditional Chinese Medicine Center in the capital city of Chisinau. It involved the dispatching of 5 Chinese specialists to Moldova for 2 years to train medical students in Chinese traditional medicine, as well as the provision of medical equipment. The grant implementation contract for the project (which is accessible via Sources ID#133492) was issued to "Nicolae Testemitanu" State University of Medicine and Pharmacy (Universitatea de Stat de Medicină și Farmacie „Nicolae Testemițanu”) on November 30, 2015. According to the Government of Moldova’s External Assistance Management Platform (PGAE), the project (PGAE ID#87211798414) commenced on January 20, 2016, and it was expected to be completed by December 30, 2017. However, the project handover ceremony ultimately took place on July 5, 2018. Over the course of the project implementation period, over 15,000 patients were reportedly treated at the Traditional Chinese Medical Center and it performed over 30,000 procedures. The Chinese Government also provided an earlier grant for the Chinese Medicine Center Construction Project (captured in Record ID#66395).
