In 2018, the Chinese government provided a grant for USD 9 million under an Economic and Technical Cooperation Agreement (ETCA) to the State Motor Road Agency of Azerbaijan. This grant supported the Highway Maintenance Equipment Project through the donation of 112 units of road equipment, including compressors, generators, and vehicles for transporting fuel.
