In 2016, China Eximbank reportedly signaled interest in issuing a preferential buyer’s credit for the Lompatan Harimau Dam Construction Project. The purpose of the project was to construct a 74.40MW hydropower plant in the district/city of Rokan Hulu within Riau Province and thereby irrigate 4,000 hectares of land. In a 2015-2019 List of Medium-Term Planned External Loans, the Government of Indonesia’s Planning Ministry (BAPPENAS) identified a potential $152,100,000 loan for this project. However, AidData has not identified that China Eximbank ever issued a loan for this project. In April 2018, members of the Rokan Dam Rejection Alliance demonstrated at the Riau governor's office in Pekanbaru to protest against the construction of the Lompatan Harimau Dam, which allegedly would displace 15,000 people from the villages of Cipang Kiri Hilir, Cipang Kiri Hulu, Cipang Kanan and Tibawan Village in Rokan Hulu district.
