Description

On March 25, 2017, Oman Wangfang LLC agreed to sponsor 1,000 Omani students for study at Ningxia Polytechnic College in China. The program is known in Chinese as ‘宁夏职业技术学院阿曼留学生项目’ and it is part of the Chinese Ministry of Education's ‘Educational Foreign Aid Project’. Following their studies, the students are expected to return to participate in construction of the Oman-China (Duqm) Industrial Park (see Project ID#52473). The program of study is based on a Memorandum of Understanding (MoU) signed between Oman Wangfang LLC and Ningxia Polytechnic College in May 2016. Omani students are to be instructed in petrochemical engineering, construction, computer software, technology, renewable energy, petroleum equipment, and economic management as well as Chinese. According to the Oman News Agency, 75% of the course is comprised of academic training and the remaining 25% of the course is vocational training (via internships). According to Ningxia Polytechnic College, the program is tailor made to the needs of the Omani students and Chinese enterprises operating in Oman. The first batch of 39 students completed their training in July 2017, and the second batch was expected to leave China shortly thereafter.

Additional details

Oman Wangfang LLC is owned by the Chinese Government. Although Oman Wangfang LLC announced its pledge in March 2017, it appears that the program began in 2016. Oman was not ODA-eligible from 2011 onwards.
