Project narrative

On September 3, 2018, a Memorandum of Understanding was signed between China's state-owned enterprise China Civil Engineering Construction Corporation (CCECC) and Tunisia during the Beijing Summit of the China-Africa Cooperation Forum for China to develop Tunisia’s southern port of Zarzis into an economic activity zone. Discussions were previously held between both parties in April 2018 regarding the project. The project consists of the development of a 1000-hectare logistics park, adjacent to the port of Zarzis. It would be located 70 km from the Libyan border and 200 km from the Algerian border. The area is linked to the trans-Maghreb highway and would be connected to the rail network. The project would provide significant increase in agricultural productivity. The park is currently managed by a company under the leadership of the Ministry of Industry and Trade. The main shareholders are the Office of Merchant Marine and Ports (OMMP) and the Tunisian National Petroleum Company (ETAP). As of October 2021, financing details and the implementation status of the project are uncertain.

Staff comments

China Civil Engineering Construction Corporation's (CCECC) level of investment in the project is unclear. As of June 21, 2019, according to Transport Minister Hichem Ben Ahmed, the Tunisian side was awaiting the Chinese side's response on some recommendations presented by Tunisia for the projects signed on September 3, 2018 which include the economic center, construction of a bridge in the Ajim Djerba region (recorded in Record ID#56781), and a railway network (recorded in Record ID#67386).
