On June 4, 2010, the Chinese Government and the Government of Georgia signed an Economic and Technical Cooperation Agreement (ETCA), in which the Chinese Government committed RMB 20 million ($2,930,000 USD) in grant funding to acquire and install railway container inspection equipment (or a "container inspection system") for the Revenue Service of the Ministry of Finance of Georgia. Staff comments

In the Government of Georgia’s External Assistance Management Information System (EAMIS), this project is called the ‘Purchase of Railway Inspection System for the Revenue Service of the Ministry of Finance of Georgia (installed in Gardabani)’. The Georgian project title is საქართველოს ფინანსთა სამინისტროს შემოსავლების სამსახურისთვის სარკინიგზო საინსპექციო სისტემის შეძენა (განთავსდა რკინიგზის პორტალ გარდაბნის ტერიტორიაზე). AidData has assumed, based on experience, that the Chinese Ministry of Commerce funded this ETCA.
