In December 2016, the Government of Togo was in discussion with the Export-Import Bank of China about a potential CFA 30 billion loan for the Reconstruction and Reinforcement Project of the Lomé-Vogan-Anfoin Section of National Route 34. However, the Government of Togo ultimately decided to fund this project on its own, providing CFA 31 billion francs for the project. China Road and Bridge Corporation (CRBC) was selected as the contractor responsible for implementation. This project had originally been entrusted to the Ceco Group, but they was unable to complete the project, so CRBC took their place. China Road and Bridge Corporation (CRBC) began working several weeks before December 21, 2016. As of November 11, 2020, the project had achieved an 88% completion rate. The route was finally completed in July 2021, after the project was restarted in February 2021, as TOGO Travaux-Publics reports. This project involved the rehabilitation of a 61 km stretch along National Route 34 (N34) that runs from Lomé to Anfoin via Vogan. The highway was rebuild to the R60 highway standards. The road begins in Lomé, passing through Togo's phosphorus deposits and ends at the Benin border. The road had a roadbed width of 20 meters in its urban section and 10 to 13 meters in its suburban section.

The French project title is travaux de Réhabilitation et de bitumage des routes Lomé-Vogan-Anfoin or Route Lomé-Vogan-Anfoin or La route nationale N34 Lomé-Vogan-Anfoin. This project is sometimes referred to as an emergency repair project.
