Project narrative
On March 15, 2012, the Chinese Government and the Government of Seychelles signed an Economic and Technical Cooperation Agreement, which committed RMB 40 million of grant funding for multiple projects (see Record ID#55785). Some of the proceeds from this ETCA were earmarked for Phase 3 of the Les Mamelles Housing Project. The Chinese Government also provided an additional SCR 25 million grant for Phase 3 (captured in Record ID#69021). The purpose of Phase 3 was to construct additional housing units in the Les Mamelles administrative district, which is located in the south of the Greater Victoria area on Mahé, the main island of the archipelago. China Shenyang Corporation Seychelles Ltd. — a wholly-owned subsidiary of China Shenyang International Economic and Technical Cooperation Corporation — was the contractor responsible for implementation for all three phases of the Les Mamelles Housing Project. A foundation stone laying ceremony for Phase 3 took place on March 8, 2012. However, according to a Seychelles Nation article, phase 3 construction had still not begun as of July 2017. The National Tender Board's list of tenders awarded between January and April 2019 says that Onivo Construction won a contract extension to build 8 units at Lower Les Mamelles, and a March 2020 Seychelles Nation article says that an unspecified phase of this project is scheduled for commissioning in June 2020. The Chinese project title is 援塞舌尔莱蒙斯住宅(三期)项目. On March 23, 2011, the Chinese Government and the Government of Seychelles signed an Economic and Technical Cooperation Agreement (ETCA), which committed RMB 50 million of grant funding for multiple projects (see Record ID#2018). Some of the proceeds from this ETCA were earmarked for Les Mamelles Housing Project. However, it is unclear if these proceeds supported Phase 2 or Phase 3 of the Les Mamelles Housing Project. This issue requires further investigation.
