Chinese Government provides SCR 25 million grant for Phase 3 of Les Mamelles Housing Project (Linked to Project ID#68960, #55633, #73589)

On March 15, 2012, the Chinese Government and the Government of Seychelles signed an Economic and Technical Cooperation Agreement (ETCA), which committed grant funding for multiple projects including Phase 3 of the Les Mamelles Housing Project. According to a 2018 budget document from the Government of Seychelles, the Chinese Government provided a SCR 25 million grant for Phase 3 of Les Mamelles Housing Project. These funds were scheduled for disbursement in 2020. China Shenyang Corporation Seychelles Ltd. — a wholly-owned subsidiary of China Shenyang International Economic and Technical Cooperation Corporation — is the contractor responsible for implementation for all three phases of the Les Mamelles Housing Project. On March 8, 2012, a foundation stone laying ceremony for Phase 3 took place. However, according to a Seychelles Nation article, phase 3 construction had still not begun as of July 2017. The National Tender Board's list of tenders awarded between January and April 2019 indicates that Onivo Construction won a contract extension to build 8 units at Lower Les Mamelles, and a March 2020 Seychelles Nation article says that an unspecified phase of this project is scheduled for commissioning in June 2020. Phase 1 of the Les Mamelles Housing Project is captured in Project ID#55633. Phase 2 of the Les Mamelles Housing Project is captured in Project ID#73589.

Additional details

The Chinese project title is 莱蒙斯住房三期工程 or 援塞舌尔莱蒙斯住宅（三期）项目. The bottom of page 30 of the Government of Seychelles’ 2018 Public Sector Investment Programme (PSIP) seems to suggest that Phase 3 of Les Mamelles Housing Project, the Foret Noire Housing Project (captured in Project ID#55640), and the Praslin Housing Project (captured in Project ID#55644) could all be related. One possibility is that the Chinese Government funded all three project through a single unknown ETCA (such as Project ID#55811, ID#55548, or ID#55757). Also, it is not entirely clear if the 2018 PSIP source is reviewing the previous fiscal year or setting projections for the next fiscal year. For the purposes of this project record, AidData assumes that the 2018 PSIP source was created at the end of the fiscal year 2017 (explained by the "revised budget 2017" column) and the figures after that column represent how the Government of Seychelles intended to spend the money in the future (during fiscal year 2018). Since fiscal years often do not align with calendar years, and the grant funding from the Chinese Government is classified as ‘new’, it is unclear if the funds were awarded in the calendar year 2017 or calendar year 2018.
