Full Description

Project narrative

In 2010, Peru accepted a donation of 183 packages of machinery, equipment, and construction materials worth USD$124,500.39 for the construction of the Arzobispo Loayza National Hospital. The donation was formally recognized in a Ministerial Resolution issued on November 26, 2010 by the General Office of International Cooperation (Oficina General de Cooperacion Internacional). The donation materials were verified by the General Directorate of Infrastructure, Equipment and Maintenance (Dirección General de Infraestructura, Equipamiento y Mantenimiento).

Staff comments

It is unclear if these supplies were independently granted by the Chinese Embassy in Peru to support the Arzobispo Loayza Hospital Expansion Project, or if these materials are covered under the 36 million RMB grant to construct the hospital expansion already captured in #56926. The construction contract notes “offer[ing] the necessary construction materials” and “maritime transport…of the construction resources, work machines, construction equipment” are responsibilities of the Chinese government and that the 36 million RMB price “refers to the total price of the tasks performed by the Chinese Party as stipulated in this contract” (see "Resolución Directoral 011-2011-DGIEM [and other documents]," pgs. 9-18). However, documents associated with the donation specifically list the Chinese Embassy as the donor.
