Project narrative

On March 16, 2018, the Chinese Government and the Government of Cuba signed an agreement in which the Chinese Government committed to donating rice worth $7.7 million USD to serve as emergency food aid to Cuba. Further implementation details are unknown. This project was one of six Chinese-funded projects in Cuba, worth a combined total of $36 million USD, which were completed in 2018. The other five projects are captured by Record ID #s #54850, #54806, #54808, #54809, #69352, and #70160. The total $36 million USD in spending is captured by linked umbrella Record ID#64265.

Staff comments

The Chinese name for this project is 紧急大米援助. "China delivers aid funds to Cuba worth 36 mln USD for development" and other sources explicitly state that the Chinese and Cuban governments signed on a document on this donation. When and whether the actual donation went through is unknown. This issue merits further investigation.
