Project narrative

The Chinese Government Scholarship is annually granted to Bolivian students to fund study in China. The scholarship is generally granted to between 10-15 students per year. The total number of scholarships granted and years the program has been in place are unknown. The scholarship can be used to study at multiple Chinese higher learning institutions. The scholarships known to be granted, by year, are as follows: 2010: 12 students accepted 2011: 13 students accepted 2012: students accepted, unclear number 2015: approximately 12 students accepted, based on number of folders visible in photo in 驻玻利维亚大使吴元山为玻赴华留学生举行饯行活动 2016: students accepted, unclear number 2017: 27 students accepted 2018: 15 students accepted 2019: 13 students accepted 2022: 9 students accepted The scholarships and training programs are all managed by the Plurinational School of Public Management (in Spanish, la Escuela de Gestión Pública Plurinacional. Referred to in Chinese Ministry of Foreign Affairs sources as Bolivia Administration College when translated). The program's intent is to help Bolivia to fully understand the current economic and social development of China and promote friendly exchanges between the two peoples. Scholarships have also encompassed fields of study such as nuclear engineering, aerospace, electronic communications, and medicine.

Staff comments

The Escuela de Gestión Pública Plurinacional notes the normal number of scholarships granted is between 10-15 per year. The Chinese Ministry of Foreign Affairs (see 驻玻利维亚大使梁宇在玻圣巴勃罗天主教大学发表演讲) describes a 60 person quota for the scholarship, though this could be referring to all international students indicating the same program is used in other countries. This discrepancy should be addressed with further research. The Plurinational School of Public Management website also links to https://gjxyen.nbut.edu.cn/Scholarship.htm for more information on the program, but it is unclear what is actually referencing the scholarship program captured in this project. The Bolivian Ministry of Foreign Relations "Informe de seguimiento al primer semestre: Enero-Junio Gestión 2018" notes only 13 scholarships in 2018, not the 15 per the Chinese Ministry of Foreign Affairs.
