Project narrative

On 2 September, 2009, Chinese Government signed an Exchange of Notes agreement granting the Government of Cuba 60 modern traffic lights. The agreement was described to be a donation. 40 of these traffic lights were earmarked for the City of Havana and 20 for the city of Guantanamo.
