According to a report from the Chinese Ministry in Bolivia, on August 22, 2019, the Chinese Embassy and Bolivia Ministry of Sports signed the minutes from a meeting detailing Phase Three of the Sports Technical and Cooperation Program. The meeting, which took place earlier that August, discussed the possibility of a third phase to the Sports Technical and Cooperation Program and conducted a feasibility study. The program will officially launch following the signing of reversal notes. The third phase will focus on preparation for the first Bolivarian Youth Games Sucre 2020 (I Juegos Bolivarianos de la Juventud Sucre 2020) and the Tokyo 2020 Olympics (Juegos Olímpicos Tokio 2020). This assistance was also extended to the 2022 Beijing Winter Olympic Games. Bolivia also hopes the cooperation will help develop their sports sector in light of their aspirations to lay down a bid for the 2027 Pan American Games. In April 2020, it was reported that the first Bolivarian Youth Games Sucre 2020 was postponed due to the Covid-19 pandemic. In April 2022, it was reported that the event would take place in April 2023. The first two phases of the Sports Technical and Cooperation Program focused on the 2018 South American Games in Cochabamba, including athlete training, the granting of sports equipment, and technical assistance for the opening and closing ceremonies.
