On January 7, 2008, China Eximbank and the Government of Cote d'Ivoire signed an RMB 240 million (CFA 15 billion) government concessional loan (GCL) agreement for an E-Government Project. The loan was then ratified by the Government of Cote d'Ivoire on September 18, 2008. The borrowing terms of the loan are unknown. According to the Government of Côte d'Ivoire’s Aid Management Platform (AMP), the RMB 240 million (CFA 15 billion) loan was fully disbursed in a single tranche on December 31, 2013. This project involved the construction of a data center located in Grand-Bassam, as well as fiber optic cable connecting Abidjan and Yamoussoukro. Huawei Technologies Co., Ltd. was the contractor responsible for implementation. The project encountered multiple delays and was not formally launched until October 3, 2011. Construction on the data center was was completed on November 9, 2012. The fiber-optic cable from Abidjan and Yamoussoukro was laid. The entire e-government project planned to reach completion and come into use in the first half of 2013. However, its precise completion date is unknown.

1. This project is also known as the Grand Bassam E-Government Data Center Project. The French project title is Le Projet e-gouvernement or Projet électronique d’e-gouvernement or Projet de réseau électronique gouvernemental. The Chinese project title is 的科特迪瓦国家数据中心 or 科特迪瓦电子政务网 or 科特迪瓦电子政府项目. 2. In the database of Chinese loan commitments that SAIS-CARI released in July 2020, it identifies this loan as a preferential buyer’s credit (PBC). However, the loan is denominated in RMB and China Eximbank PBCs are denominated in USD, so AidData treats it as a government concessional loan (GCL). 3. The system identification number for this project in the Government of Côte d'Ivoire’s Aid Management Platform (AMP) is 11200713504. The AMP project code is QSFQSDQSD. 4.
