Project narrative

On January 7, 2008, China Eximbank and the Government of Cote d'Ivoire signed an RMB 240 million (CFA 15 billion) government concessional loan (GCL) agreement for an E-Government Project. The loan was then ratified by the Government of Cote d'Ivoire on September 18, 2008. The borrowing terms of the loan are unknown. According to the Government of Côte d'Ivoire’s Aid Management Platform (AMP), the RMB 240 million (CFA 15 billion) loan was fully disbursed in a single tranche on December 31, 2013. This project involved the construction of a data center located in Grand-Bassam, as well as fiber optic cable connecting Abidjan and Yamoussoukro. Huawei Technologies Co., Ltd. was the contractor responsible for implementation. The project encountered multiple delays and was not formally launched until October 3, 2011. Construction on the data center was was completed on November 9, 2012. The fiber-optic cable from Abidjan and Yamoussoukro was laid. The entire e-government project planned to reach completion and come into use in the first half of 2013. However, its precise completion date is unknown.
