China Eximbank provides RMB 240 million government concessional loan for E-Government Project

On July 1, 2008, China Eximbank and the Government of Cote d'Ivoire signed an RMB 240 million government concessional loan (GCL) agreement for an E-Government Project. The loan was then ratified by the Government of Cote d'Ivoire on September 18, 2008 (see Decree nº2008-255). The borrowing terms of the loan are unknown. This project involved the construction of a data center located in Grand-Bassam, as well as fiber optic cable connecting Abidjan and Yamoussoukro. Huawei Technologies Co., Ltd. was the contractor responsible for implementation. The project encountered multiple delays and was not formally launched until October 3, 2011. Construction on the data center was was completed on November 9, 2012. The fiber-optic cable from Abidjan and Yamoussoukro was laid. The entire e-government project planned to reach completion and come into use in the first half of 2013. However, its precise completion date is unknown.

This project is also known as the Grand Bassam E-Government Data Center Project. The French project title is Le Projet e-gouvernement or Projet électronique d’e-gouvernement or Projet de réseau électronique gouvernemental. The Chinese project title is 的科特迪瓦国家数据中心 or 科特迪瓦电子政务网 or 科特迪瓦电子政府项目.
