Project narrative

On January 14, 2010, the Chinese government signed an Economic and Technical Cooperation Agreement (ETCA #70224) granting an unspecified amount to the Government of Samoa. According to a 2011-2012 annual report from the Samoa Ministry of Foreign Affairs (p. 32), $400,000 USD (2.56 million RMB) from this ETCA was allocated towards "addressing issues of inadequate water storage facilities."
