The purpose of this project is to implement the seventh phase of Dominica agricultural technical cooperation project, including restoring greenhouses and introducing new plants and crops. Minister Grant, from the Ministry of Blue and Economy, Agriculture and National Food Security, explained that a new model farm was set to be constructed in the Wesley community during the 2020-2021 budget debate (see "MODEL FARM TO BE CONSTRUCTED IN WESLEY"). However, it is unclear if the model farm was to be constructed as a part of Phase Seven of China-Aided Dominica Agricultural Technical Cooperation Project. Project narrative

On 10 May, 2018, China started the seventh phase of Dominica agricultural technical cooperation project (援多米尼克第七期农业技术合作项目). It is expected to end in 2021. This phase includes helping farmers recover from the damage caused by a series of hurricanes. As of July 17, 2020, 15 greenhouses have been restored; a new drainage system has been installed; and like previous phases, new crop varieties have been introduced; new hardware given; and farmers given new training. Additionally, 300,000 quality seedlings have been cultivated, and over a dozen demonstration trials for vegetables, flowers and fruit trees conducted. The seventh phase would completed on May 10, 2021.

Staff comments

Record ID#56148 seems to cover Phase six, but also it seems to aggregate all first six phases into one project. Linked Facebook video where officials from the Chinese Economic and Commercial Office at Dominica give an update seventh phase's progress, the presentation starts at the 51:00 min mark. During the project history portion of the presentation, which is at the beginning, the Chinese official said that the seventh phase is a continuation of the overall project. There were no indications that financing came from a different agreement (see "The seventh phase...").
