Description
In January 2005, the Chinese Government agreed to provide an RMB 20 million grant to the Government of Madagascar for the Ivato International Conference Center (ICC) Construction Project. However, this grant was evidently cancelled when China Eximbank agreed to fund the ICC Construction Project (and a Five-Star Hotel and a Set of Luxury Villas) through a RMB 385,000,000 government concessional loan (see Project ID#19609).
