CCCC First Harbor Consultants Co., Ltd. and Tianjin Zhongbei Construction Engineering Management Co Ltd are the contractors responsible for project design and supervision. CRCC Harbour and Channel Engineering Bureau Group Co., Ltd is the general contractor responsible for project implementation. A formal groundbreaking ceremony was held on December 5, 2018.
